I am making a butcher block with kiln dryed lumber.  The end grain will be on the surface.  Each block will be 1.5" X 1.5".  I want to put a solid wood strip "border" on each end (2 sides).  This strip would be approximately 3/16th of an inch thick.   

Is there a cross grain issue?    I could cut the strip into 1.5 X 1.5" pieces and glue it on, but i would rather use one piece.

would really appreciate a response.

There is a very good, almost guaranteed, chance the movement will break the glue line. You could use some fasteners to hold the end pieces on, countersunk and plugged screws are an option. You will have problems if you miter around the perimeter, just end pieces will be OK but at times, they will be long or short in relation to the end grain cutting board.
