Restoring metal tools

I recently puchased an old Starrett #85 compass.  It has very light surface rust and would like to restore it without damaging the metal. Would anyone have a recipe for restoring old metal tools?

Just take some fine sandpaper,  about 600 grit or so, and use a sanding block.  Lightly go over the surface and the sanding block will prevent you from hurting the markings.

Should I use a lubricant e.g light oil or something else?

I do, it certaintly makes it easier and keeps the sandpaper from clogging as fast.  Try some 3-in-1, that's what I use anytime I sand metal.
