Yes; the 3:2:1 is a varnish that will cover the stain nicely. Assuming you are using boiled linseed oil in the mix, it will slightly color the wood but I am betting not much since it is already stained. I have done this myself with cedar siding - staining, then applying the 3:2:1, with good results.
